सिंगल यूज़ प्लास्टिक से मुक्ति : कुछ विकल्प तो हो
आगरा शहर सिंगल यूज प्लास्टिक पर रोक लगाने के लिए कटिबद्ध हो रहा है। अनेक सामाजिक व पर्यावरण संस्थाओं ने इस संबंध में मुहिम चला रखी है। आगरा में रामलीला महोत्सव के दौरान आयोजित होने वाली जनकपुरी के आयोजकों ने जनकपुरी के 3 दिवसीय समारोह को प्लास्टिक फ्री रखने का निर्णय किया है। आगरा में 11 अक्टूबर से 20 अक्टूबर तक आयोजित होने जा रहे वृहद पुस्तक मेले व साहित्योत्सव के आयोजकों ने भी इस 10 दिवसीय उत्सव को प्लास्टिक से मुक्त रखने का प्रस्ताव पास किया है।
प्रधानमंत्री नरेंद्र मोदी ने भी कहा है कि भारत अगले कुछ वर्षों में सिंगल यूज प्लास्टिक से पूरी तरह छुटकारा पा लेगा। मोदी जी ने दुनिया के अन्य देशों से भी ऐसा ही करने की गुजारिश की। उत्तर प्रदेश के ग्रेटर नोएडा में आयोजित यूनाइटेड नेशंस कॉन्वेंशन टु कॉम्बैट डेजर्टिफिकेशन (यूएनसीसीडी) के 14वें सम्मेलन को संबोधित करते हुए पीएम मोदी ने यह संकल्प लिया।
सरकार द्वारा लिए गए निर्णय के अनुसार महात्मा गांधी की 100 वीं जयंती, 2 अक्टूबर, 2019 के दिन से देशभर में सिंगल-यूज प्लास्टिक बैन होने जा रहा है। इस तारीख से सिंगल-यूज प्लास्टिक से बनने वाले छह प्रोडक्ट्स – प्लास्टिक बैग, स्ट्रॉ, कप्स, प्लेट, बोतल और शीट्स बंद होने जा रही हैं। प्रधानमंत्री नरेंद्र मोदी ने इस साल स्वतंत्रता दिवस पर लाल किले से अपने भाषण में देशवासियों से सिंगल-यूज प्लास्टिक के इस्तेमाल को बंद करने की अपील की थी। उन्होंने 2022 तक भारत को सिंगल-यूज प्लास्टिक से मुक्त करने का लक्ष्य रखा है।
सिंगल यूज़ प्लास्टिक वह होता है जिसका इस्तेमाल सिर्फ एक बार किया जाता है और फिर वह डस्टबिन में चला जाता है। सीधे शब्दों मे कहें तो इस्तेमाल करके फेंक दी जाने वाली प्लास्टिक ही सिंगल-यूज प्लास्टिक कहलाती है। इसे हम डिस्पोजेबल प्लास्टिक भी कहते हैं। इसका इस्तेमाल हम अपने रोजमर्रा के काम में करते हैं, जैसे-प्लास्टिक बैग, प्लास्टिक की बोतलें, स्ट्रॉ, कप, प्लेट्स, फूड पैकजिंग में इस्तेमाल होने वाले प्लास्टिक, गिफ्ट रैपर्स और कॉफी की डिस्पोजेबल कप्स आदि।
सिंगल यूज प्लास्टिक के केवल 7.50 प्रतिशत की ही रीसाइक्लिंग हो पाती है। बाकी प्लास्टिक मिट्टी में दफन हो जाता है, जो पानी की सहायता से समुद्र में पहुंचता है और वहां के जीवों को नुकसान पहुंचाता है। अधिकांश प्लास्टिक बायोडिग्रेडेबल नहीं हैं और कुछ समय में प्लास्टिक टूटकर जहरीले रसायन भी छोड़ते हैं। ऐसे रसायन पानी और खाद्य सामग्रियों के माध्यम से हमारे शरीर में पहुंचते हैं और गंभीर नुकसान पहुंचाते हैं। चूंकि यह गलता नहीं है इसलिये नालों नालियों को चोक कर देता है और जानवरों के पेट में जा कर उन्हें नुकसान पहुँचाता है।
हमारी भी सभी से यह अपील है कि प्लास्टिक, विशेषकर सिंगल यूज़ प्लास्टिक का प्रयोग न करके पर्यावरण संरक्षण में अपना योगदान करें। पर्यावरण ही नहीं यह सम्पूर्ण मानव जाति के लिए घातक है। यदि हम अपनी सुरक्षा को ही ध्यान में रख कर यह पावन कार्य करें तब भी श्रेयस्कर रहेगा। परन्तु सरकार को भी ऐसी वैकल्पिक व व्याहारिक व्यवस्था करनी चाहिए कि जनता स्वेच्छा से और बिना किसी कष्ट के प्लास्टिक का उपयोग करना छोड़ दे।

Freedom from Single Use Plastic: Are there any other Options?
The city of Agra is determined to ban single-use plastics. Many social and environmental organizations have launched campaigns in this regard. The organizers of Janakpuri, to be held during the Ramlila Festival in Agra, have decided to keep the 3-day festival of Janakpuri plastic free. The organizers of the large book fair and literature festival, which is going to be held from 11 October to 20 October in Agra, have also passed a proposal to keep this 10 day festival free of plastic.
Prime Minister Narendra Modi has also said that India will completely get rid of single-use plastic in the next few years. Modi ji requested other countries of the world to do the same. PM Modi took this pledge while addressing the 14th Conference of United Nations Convention to Combat Desertification (UNCCD) held in Greater Noida, Uttar Pradesh.
According to the decision taken by the government, the single-use plastic ban is going to be held across the country from the day of October 2, 2019, the 100th birth anniversary of Mahatma Gandhi. From this date, six products made of single-use plastic – plastic bags, straws, cups, plates, bottles and sheets are going to be closed. Prime Minister Narendra Modi in his speech from Red Fort on Independence Day this year appealed to the countrymen to stop using single-use plastic. He aims to free India from single-use plastic by 2022.
Single use plastic is one that is used only once and then goes into dustbin. Simply put, the plastic used and discarded is called single-use plastic. We also call it disposable plastic. We use it in our everyday work, such as plastic bags, plastic bottles, straws, cups, plates, plastics used in food packaging, gift wrappers and disposable cups of coffee, etc.
Only 7.50 percent of single use plastic is recycled. The rest of the plastic is buried in the soil, which reaches the sea with the help of water and damages the organisms there. Most plastics are not biodegradable and at some times plastics break down and release toxic chemicals. Such chemicals reach our body through water and food materials and cause serious harm. Since it does not stagnate, the drains choke the drains and harm the animals by going into their stomachs.
We also appeal to everyone to contribute to environmental protection by not using plastic, especially single use plastic. Not only the environment, it is fatal to the entire human race. If we do this sacred work keeping our security in mind, it will still be good. But the government should also make such an alternative and practical arrangement that the public voluntarily and without any hassle stop using plastic.
