रेपो रेट तो कम हुई, ई एम आई कब कम होगी?

आर्थिक विशेषज्ञों का मानना था कि अर्थव्यवस्था की रफ्तार तेज करने और निवेश को प्रोत्साहन देने के लिए ब्याज दरों में कटौती जरूरी है। इसको देखते हुए ही रिजर्व बैंक ने नीतिगत दरों में एक और कटौती की है। पिछली पांच बार आर बी आई ने इस प्रकार रेपो रेट कम की हैं –

यह कहा जा रहा है कि रेपो रेट घटा कर भारतीय रिजर्व बैंक ने लोगों को दिवाली पर एक और तोहफा दिया है। आरबीआई ने रेपो रेट में 25 बेसिस प्वाइंट की कटौती की है। अब रेपो रेट 5.40% से घटकर 5.15% हो गई है।आरबीआई ने लगातार पांचवीं बार रेपो रेट में कटौती की है। यह भी एतिहासिक है। पहले कभी इतनी उदारता से रेपो रेट में कमी नहीं की गई। पूर्व गवर्नरों का पिछले वित्तमंत्रियों से इसी बात पर भी विवाद रहता था। वे इतनी आसानी से रेपो रेट कम नहीं करते थे। परंतु आर बी आई के वर्तमान प्रबंधन और केंद्र सरकार में अपेक्षाकृत अधिक साम्य है, और जनता को लाभ पहुचाने के उद्देश्य से बैंकों की कर्ज दरों में कमी कराई जा रही है।यानी अब लोगों का होम लोन, कार और पर्सनल लोन की ईएमआई का बोझ और कम होगा।

यह आश्चर्य की बात है कि इतनी ज्यादा रेपो रेट कम करने के बावजूद बैंकों ने इस का लाभ आम जनता तक उतना नहीं पहुंचाया जितना कि आर बी आई ने लचीला रुख अपनाया। कम हुई रेपो रेट से बैंकें अपना फायदा तो उठा रहीं हैं कम दरों पर रिजर्व बैंक से लोन ले कर लेकिन जनता के लोन की ब्याज दर उस अनुपात में कम नहीं की जा रहीं।वित्तमंत्री और भारतीय रिजर्व बैंक के स्पष्ट संकेतों के बावजूद बैंक कर्ज की ब्याज दर कम क्यों नहीं कर रहे,यह समझ में नहीं आता। जबकि रेपो रेट घटाने पर हर बार जोर शोर से यह प्रचार किया जाता है कि “आम जनता को फायदा होगा,ई एम आई कम हो जाएगी”।

आश्चर्यजनक रूप से आरबीआई ने वित्त वर्ष 2019-20 के लिए जीडीपी ग्रोथ रेट का का अनुमान 6.9% से घटाकर 6.1% कर दिया है। आरबीआई ने जीडीपी का अनुमान भी घटा दिया है। आरबीआई 2020-21 के लिए जीडीपी अनुमान बदल कर 7.2 % कर दिया है। लगता है यह वर्तमान आर्थिक मंदी के परिदृश्य को ध्यान में रख कर किया गया है।इससे यह भी संकेत मिलता है कि केंद्र सरकार द्वारा आर्थिक मंदी पर नियंत्रण के लिए जो कदम उठाए गए हैं उनसे आर बी आई संतुष्ट नहीं है या उसे इन कदमों का कोई सकारात्मक असर होता नहीं दिख रहा।

रेपो रेट क्या है?

मौद्रिक नीति में प्रायः जिस रेपो और रिवर्स रेपो रेट का जिक्र आता है,हम बताते हैं कि ये रेट क्या है और इनके कम ज्यादा करने से क्या प्रभाब पड़ता है ।

Repo Rate या Repurchase Rate -रोज के कामकाज के लिए बैंकों को भी बड़ी-बड़ी रकमों की ज़रूरत पड़ जाती है, और ऐसी स्थिति में उनके लिए देश के केंद्रीय बैंक, यानि भारतीय रिजर्व बैंक (आरबीआई) से ऋण लेना सबसे आसान विकल्प होता है। इस तरह के ओवरनाइट ऋण पर रिजर्व बैंक जिस दर से उनसे ब्याज वसूल करता है, उसे रेपो रेट कहते हैं। आर बी आई यदि यह रेट कम कर देगा तो बैंकों को कम दर पर ऋण उपलब्ध होगा, वे भी ग्राहकों को आकर्षित करने के लिए अपनी ब्याज दरों को कम कर सकते हैं, ताकि ऋण लेने वाले ग्राहकों में ज़्यादा से ज़्यादा बढ़ोतरी की जा सके, और ज़्यादा रकम ऋण पर दी जा सके। इसी तरह यदि रिजर्व बैंक रेपो रेट में बढ़ोतरी करेगा, तो बैंकों के लिए ऋण लेना महंगा हो जाएगा, और वे भी अपने ग्राहकों से वसूल की जाने वाली ब्याज दरों को बढ़ा देंगे।

Reverse Repo Rate-इसके नाम से ही स्पष्ट है, यह रेपो रेट से उलट होता है। जब कभी बैंकों के पास दिन-भर के कामकाज के बाद बड़ी रकमें बची रह जाती हैं, वे उस रकम को रिजर्व बैंक में रख दिया करते हैं, जिस पर आरबीआई उन्हें ब्याज दिया करता है। अब रिजर्व बैंक इस ओवरनाइट रकम पर जिस दर से ब्याज अदा करता है, उसे रिवर्स रेपो रेट कहते हैं। रिवर्स रेपो रेट बाज़ारों में नकदी की तरलता को नियंत्रित करने में काम आती है। जब भी बाज़ारों में बहुत ज्यादा नकदी दिखाई देती है, आरबीआई रिवर्स रेपो रेट बढ़ा देता है, ताकि बैंक ज़्यादा ब्याज कमाने के लिए अपनी रकमें उसके पास जमा करा दें, और इस तरह बैंकों के कब्जे में बाज़ार में छोड़ने के लिए कम रकम रह जाएगी।

Now the rate at which the Reserve Bank pays interest on this overnight amount is called reverse repo rate. Reverse repo rates are used to control liquidity of cash in markets. Whenever a lot of cash appears in the markets, the RBI increases the reverse repo rate, so that banks deposit their money with it to earn more interest, and thus less money will be left in the possession of the banks in the market. .
