क्या हिंदी दिवस मनाना एक विडम्बना है?
निज भाषा उन्नति अहै, सब उन्नति को मूल।
बिन निज भाषा-ज्ञान के, मिटत न हिय को सूल।।
विविध कला शिक्षा अमित, ज्ञान अनेक प्रकार।
सब देसन से लै करहू, भाषा माहि प्रचार।।
आधुनिक हिंदी साहित्य के जन्मदाता भारतेंदु हरिश्चंद्र की इन पँक्तियों के अनुरूप निज भाषा के प्रचार प्रसार व संरक्षण के उद्देश्य से प्रतिवर्ष 14 सितंबर को हमारा देश हिंदी दिवस का आयोजन करता है।
इस अवसर पर सरकारी कार्यालयों, बैंकों, प्रतिष्ठानों व विद्यालयों में पूरे सितंबर माह में या पखवाड़े में या कम से कम 14 सितंबर को प्रति वर्ष अनेक कार्यक्रम आयोजित किए जाते हैं।अब तो समाचार पत्रों में भी इस पर आलेख छपने लगे हैं और न्यूज़ चैनलों पर बहस भी होने लगी हैं। मालूम पड़ने लगता है कि हिंदी दिवस आने वाला है या आ गया है। आयोजकों में जो राजभाषा अनुभाग से सम्बद्ध होते हैं उनमें बहुत उत्साह व जोश होता है, क्योंकि पूरे वर्ष में यही एक अवसर होता है जब उन्हें अपनी प्रतिभा प्रदर्शन का मौका मिलता है व पूरे वर्ष में उन्होंने राजभाषा के प्रचार प्रसार के लिए क्या किया इसका लेखा जोखा भी प्रस्तुत किया जाता है। एक उमंग होती है, एक जोश होता है,सेमिनार,प्रतियोगिताएँ होती हैं।
इसी मौके पर कुछ लोग यह कह कर मज़ा किरकिरा कर देते हैं कि यह बड़ी विडंबना है कि हिंदुस्तान में हिंदी दिवस मनाने की जरूरत पड़ती है। हमें हिंदी दिवस नहीं मनाना चाहिए, आदि आदि।मजे की बात यह है कि यह सवाल कोई तमिल भाषी नहीं बल्कि ठेठ उत्तर भारतीय ही ऐसी बात करते हैं।
सवाल यह है कि आखिर हिंदी दिवस क्यों न मनाया जाए?हम अपना या अपने बच्चों का जन्म दिवस क्यों मनाते हैं, वैवाहिक दिवस क्यों मनाते हैं,मित्र दिवस,मातृ दिवस,पितृ दिवस, प्यार दिवस,न जाने कौन कौन से दिवस क्यों मनाते हैं। जो तर्क इन दिवसों को मनाने के पीछे है वही हिंदी दिवस मनाने के पीछे है। हिंदी दिवस विरोधी लोगों का कहना है कि हिंदी पर तो पूरे वर्ष ही चर्चा होनी चाहिए एक ही दिन क्यों? ऐसे तो माता पिता के साथ श्रध्दा तो हमेशा ही होनी चाहिए,पितृ दिवस या मातृ दिवस पर ही क्यों। हम शहीद दिवस, गणतंत्र दिवस, स्वतंत्रता दिवस मना कर आजादी दिलाने वालों व संविधान बनाने वालों को याद करते हैं तो 14 सितंबर 1949 को क्यों न याद करें जब हिंदी को राजभाषा का दर्जा दिया गया। यद्यपि शुरू में हिंदी और अंग्रेजी दोनों को नये राष्ट्र की भाषा चुना गया और संविधान सभा ने देवनागरी लिपि वाली हिंदी के साथ ही अंग्रेजी को भी आधिकारिक भाषा के रूप में स्वीकार किया, लेकिन 1949 में 14 सितंबर के दिन संविधान सभा ने हिंदी को ही भारत की राजभाषा घोषित किया। हिंदी को देश की राजभाषा घोषित किये जाने के दिन ही हर साल हिंदी दिवस मनाने का भी फैसला किया गया, हालांकि पहला हिंदी दिवस 14 सितंबर 1953 को मनाया गया।
एक सार्वजनिक कार्यालय के अंदर एक बुजुर्ग ग्रामीण महिला काफी देर से इधर उधर घूम रही थी। तभी कार्यालय प्रमुख ने उनसे पूछा, माँ जी, क्या काम है आपको। वह महिला यह बात सुन कर भौचक्की रह गई और कार्यालय प्रमुख से बोली, बेटा तुम्हें हिंदी बोलना आता है, मैं तो समझती थी यहाँ सब अंग्रेजी बोलते हैं, इसी लिए चौकीदार को ढूंढ रही थी,वही मेरी बात समझ ता है और यहाँ मेरा काम कराया करता है।
इसी लिए अवश्यक है हिंदी दिवस मनाना।ताकि हमें याद आ सके कि हम हिंदुस्तानी हैं और हमें हिंदी बोलनी चाहिए। आम जनता के मन से यह धारणा निकालने के लिए कि बड़े बड़े कार्यालयों में काम करने वाले लोग हिंदी नहीं जानते,हिंदी दिवस मनाना जरूरी है।
आइये, आज हम सब मिल कर हिंदी दिवस मनाएं, और संकल्प लें कि रोजमर्रा के कामकाज में और आपस में बस हिंदी ही बोलेंगे, हिंदी ही।
