रहिमन पानी राखिए, बिन पानी सब सून ।
पानी गए न उबरै, मोती मानुष चून ।।

जिस समय रहीमदास जी ने इस दोहे की रचना की थी, उनको कल्पना भी न होगी कि इक्कीसवीं सदी में उनकी लिखी पँक्तियाँ इतनी महत्वपूर्ण हो जाएंगी। जल संरक्षण के प्रति उदासीनता ने पीने योग्य स्वच्छ जल की इतनी कमी कर दी है कि पूरा विश्व इस विषय को ले कर चिंतित है।
संयुक्त राष्ट्र के तत्कालीन महासचिव बुतरस घाली ने 33 साल पहले पानी की कमी से होने वाली भयावहता को समझते हुए भविष्यवाणी की थी कि “यदि तीसरा विश्वयुद्ध हुआ तो वो पानी को लेकर लड़ा जाएगा। यह युद्ध पानी के स्रोतों और भंडार पर कब्जे को लेकर होगा।” 1995 में वर्ल्ड बैंक के इस्माइल सेराग्लेडिन ने पानी के वैश्विक संकट पर कहा था कि इस शताब्दी में तेल के लिए युद्ध हुआ लेकिन अगली शताब्दी की लड़ाई पानी के लिए लड़ी जाएगी। भारत के पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी ने भी कहा था कि, ‘’ध्यान रहे कि आग पानी में भी लगती है और कोई आश्चर्य नहीं कि अगला विश्वयुद्ध पानी के मसले पर हो।”

पहला विश्वयुद्ध जमीन पर कब्जे को लेकर हुआ। उसके बाद के युद्ध के पीछे तेल और ऊर्जा का स्वार्थ था, तो अब पानी के लिए युद्ध की भविष्यवाणी की जा रही है। यह भविष्यवाणी यद्यपि अतिश्योक्ति सी लगती है, लेकिन जल की महत्ता और जल की बर्बादी के प्रति चिंता को तो परिलक्षित करती ही है।

इसी उद्देश्य से पर्यावरण और विकास संयुक्त राष्ट्र सम्मेलन ने 1992 में पीने के पानी के अस्तित्व को लेकर एक अंतरराष्ट्रीय दिवस मनाने का फैसला किया और इस तरह 22 मार्च 1993 को पहला विश्व जल दिवस मनाया गया। इसके बाद जल संरक्षण को लेकर संपूर्ण विश्व में कई तरह की योजनाएं बनाई गईं। हर साल एक विषय पर विश्व के बौद्धिक लोग काम करना शुरू करते हैं ताकि आने वाली पीढियों के लिए पीने योग्य पानी बचाया जा सके।

पिछले वर्ष विश्व जल दिवस का विषय ‘जल और जलवायु परिवर्तन’ रखा गया था। जबकि विश्व जल दिवस 2021 का विषय ‘वेल्यूइंग वॉटर’ अर्थात पानी को महत्व देना है। समय से साथ और बढ़ती जनसंख्या के कारण साफ पानी हर किसी को नसीब हो, वर्तमान में वैश्विक स्तर पर यह असंभव सा हो गया है इसलिए इस वर्ष यह विषय रखा गया है। विषय के अनुसार कोई भी व्यक्ति पानी की एक बूंद भी बर्बाद न करे तभी हम उसका संरक्षण करने में कामयाब हो सकेंगे।

जहाँ तक भारत का संबंध है, नीति आयोग का मानना है कि भारत जल संकट का सामना कर रहा है। यदि उपचारात्मक कदम नहीं उठाए गए तो वर्ष 2030 तक देश में पीने योग्य जल की कमी हो सकती है। भारत की पहली जल नीति वर्ष 1987 में आई थी, जिसे वर्ष 2002 एवं 2012 में संशोधित किया गया था।राष्ट्रीय जल नीति में जल को एक प्राकृतिक संसाधन मानते हुए जीवन, आजीविका, खाद्य सुरक्षा और निरंतर विकास का आधार माना गया है।नीति आयोग के अनुसार हमारे देश में जल का उपयोग बहुत अधिक एवं अनुचित रूप से किया जा रहा है। सिंचाई क्षेत्र में प्रयुक्त जल की दक्षता 30-38% है। जहाँ शहरी क्षेत्र में पीने योग्य जल एवं स्वच्छता के लिये जल की आपूर्ति का लगभग 40-45% तक बर्बाद होता है, वहीं दूसरी ओर गाँवों को बहुत कम मात्रा में पानी मिलता है इसलिये जल की आपूर्ति को संतुलित करने की आवश्यकता है।

हमारे देश के कई राज्यों में, विशेषकर ग्रामीण क्षेत्रों में महिलाओं को मीलों दूर से पानी भर कर लाना होता है। बहुत जगहों पर पानी भरने को ले कर इतनी भीड़ होती है कि मारपीट व झगड़े तक नौबत आ जाती है। भारत के अंतरराज्यीय जल विवादों के बारे में तो कुछ बताने की आवश्यकता ही नहीं है। नेता लोग चाहे जब पानी को राजनीतिक हथियार के रूप में प्रयोग करने लगते हैं। इसी प्रकार भारत के पड़ोसी राज्य भी नदियों के पानी की भागीदारी पर यदाकदा आँख दिखाते रहते हैं।

Butras Ghali, the then Secretary General of the United Nations, 33 years ago, realizing the horrors of water scarcity, predicted that “if a third world war took place, it would be fought over water.” This war will be about the capture of water sources and reserves. ” In 1995, Ismail Seragladin of the World Bank said on the global water crisis that there was a war for oil in this century but the fight for the next century will be fought for water. Former Prime Minister of India Atal Bihari Vajpayee also said, “Keep in mind that fire also takes place in water and no wonder the next world war is on water issue.”

The first world war took place on land capture. After that, there was an interest of oil and energy behind the war, so now the war for water is being predicted. Although this prediction seems like an exaggeration, it reflects the concern about the importance of water and waste of water.

For this purpose, the United Nations Conference on Environment and Development decided in 1992 to celebrate an international day on the existence of drinking water, and thus the first World Water Day was observed on 22 March 1993. After this, many types of schemes were made all over the world for water conservation. Every year intellectuals of the world start working on a subject so that potable water can be saved for the coming generations.

Last year, the theme of World Water Day was ‘Water and Climate Change’. Whereas, the theme of World Water Day 2021 is ‘Valuing Water’ i.e. to give importance to water. With the passage of time and due to the increasing population, clean water is destined for everyone, at present it has become impossible on the global level, so this year this topic has been kept. According to the subject, no person should waste even a drop of water, only then we will be able to preserve it.

As far as India is concerned, NITI Aayog believes that India is facing water crisis. If remedial steps are not taken, there may be a shortage of potable water in the country by the year 2030. India’s first water policy came in the year 1987, which was revised in the years 2002 and 2012. The National Water Policy considers water as a natural resource, the basis of life, livelihood, food security and sustainable development. Policy Commission According to the water usage in our country is very much and improperly. The efficiency of water used in the irrigation sector is 30–38%. While about 40-45% of the water supply for potable water and sanitation is wasted in the urban area, on the other hand the villages get very small amount of water, so there is a need to balance the water supply.

In many states of our country, especially in rural areas, women have to fill water from miles away. In many places, there is so much crowd to fill the water that there is a lot of fighting and quarrel. There is no need to say anything about India’s interstate water disputes. Leaders may use water as a political weapon whenever they want. Similarly, neighbouring states of India also frequently keep an eye on the participation of water in rivers.

जल संरक्षण व पर्यावरण की रक्षा को समर्पित संस्था जलाधिकार फाउंडेशन ने 07 दिसंबर को सूर सरोवर प्रकृति अध्ययन केंद्र में गोष्ठी आयोजित की। इस अवसर पर मुख्य अतिथि फाउंडेशन के राष्ट्रीय अध्यक्ष व भाजपा के राष्ट्रीय प्रवक्ता गोपाल कृष्ण अग्रवाल थे। पर्यावरणविद व वरिष्ठ पत्रकार राजीव सक्सेना,सुरेखा यादव,वन संरक्षण अधिकारी आनंद कुमार,बैजू,डी पी सिंह, अवधेश उपाध्याय जी जैसे विद्वजनों की उपस्थिति में मुझे भी अपने विचार व्यक्त करने का अवसर प्राप्त हुआ।
